How much will it cost to convert my landscape?
Western does not make any representation or warranty regarding the actual or estimated cost of conversion for any particular Project area. In general, there are some sources of information which indicate that the actual conversion will run about $2 to more than $5 per square foot depending upon the elaborateness and detail of the converted landscaping. The intent of the Program is to help participants realize long term savings from significantly reduced maintenance and water costs.
I began letting my lawn die several months ago. Do I still qualify for the Program?
No. The purpose of the Program is to reduce existing water demand. Therefore, prior to the pre-approval site visit by Western, the proposed Project area must have a living turfgrass lawn that is being maintained. Don’t remove any turfgrass until you have had an on-site pre-approval inspection by Western.
What plants qualify for this Program?
The plants listed under “Plant Lists” in the “Resources” section will quality for this Program. If there is a plant you would like to use that is not listed, please call Western for authorization. The approval or denial of a proposed plant that is not on the pre-qualified list will be made by Western in its discretion.
Can I use warm-season turfgrass (bermudagrass, St. Augustine, etc.) as one of my conversion plants?
No. This program was established to encourage alternatives to turfgrass. Obviously, there are appropriate needs for turfgrass such as a playing surface for children, or areas for dogs. For areas that are not involved in the Project for which you would like to maintain turfgrass for the above-mentioned uses, Western encourages the use of such warm-season turfgrasses.
Why require plants?
Living plants maintain a natural environment that promotes groundwater percolation, shade, carbon dioxide absorption, oxygen production, and wildlife habitat while minimizing soil erosion, energy use, noise pollution, air temperatures, and storm water run-off.
If I remove plants other than turfgrass, will the area those plants previously occupied be eligible for incentives?
No. This program is solely for turfgrass removal and conversion.
Since plants change size over time, how do you determine the percentage of plant cover?
We use the mature size of each species of shrubs and groundcovers. You can plant any size you desire, it won’t change your percentage of cover.
What is mulch and why do you require it?
Mulch is a layer of organic (like shredded bark) or inorganic (rock) material applied to the surface of the soil to help maintain soil moisture, prevent weed growth, and maintain cool soil temperatures, among other benefits.
Do I need to use weed barriers?
Only if you think it is necessary. If you chose to use weed barriers, they must be permeable, allowing water to soak through. Therefore, plastic sheeting is not allowed and will void your incentive.
Do I have to comply with my HOA regulations, especially if they require turfgrass?
Yes. You must abide by your local ordinances, covenants, codes, etc. Nothing in the Program shall be deemed to supercede, or otherwise control, over any HOA regulations, covenants, conditions, restrictions, or other laws or regulations which may apply to your property.
