Why is Western Municipal
Water District now providing our water and wastewater service?
Effective November 27, 2005, the Murrieta
County Water District was consolidated with Western Municipal
Water District as a result of action taken by the Local Agency
Formation Commission (LAFCO). Last August, LAFCO voted to dissolve
the Murrieta District with Western assuming responsibility for
all functions and services.
Did the public have any input
into this decision?
Yes. The LAFCO process included public
hearings on the proposed dissolution of Murrieta. In addition,
both Western's and Murrieta's Board members and staff have worked
together proactively to ensure a seamless transition for the
ultimate benefit of the customers of both agencies. In addition,
a Blue Ribbon Advisory Committee, comprised of citizens from
across the MCWD service area, met on a regular basis with representatives
from both agencies' staffs and directors and developed a report
supporting the proposed LAFCO action. To

In addition, in order to ensure that we reach our goal our transition
a smooth one, Western's Board of Directors has authorized the
formation of a community advisory committee that is to be comprised
of former Murrieta County Water District customers.
Are the Murrieta County Water
District board of directors still my elected representatives?
No, the MCWD board was dissolved as part
of the consolidation. However, since Western already overlies
MCWD, your elected representative from Western has already been
serving as your representative on Western's five person board.

meets the first and third Wednesdays of the month at 9:30 a.m.
at Western's headquarters office, 450 E. Alessandro Boulevard
in Riverside. Click

Was an advisory group formed?
Yes. The Advisory Committee
meets the fourth Tuesday of the month at 7 p.m. at the Murrieta

Who is Western Municipal Water
District?
Western Municipal Water District is a
public agency that was formed under the Municipal Water District
Act of 1911 in order to provide supplemental imported water
to the communities of western Riverside County. For more detailed

Will there still be an office
in Murrieta?
Yes. The Murrieta office at 42290 Ivy
Street will remain open as a satellite office to handle water
system operations, maintenance and water emergency activities.
Western’s offices in Riverside will provide operational,
administrative, billing and financial support to the Murrieta
office.
Does my water bill now get mailed
to Western?
We have a billing post office box located
in Artesia. However, you are welcome to drop off your payment
at the Murrieta Division office at 42290 Ivy Street. In addition,
you can now pay in person at Western's Riverside offices, 450
E. Alessandro Boulevard. Both the Murrieta and Riverside offices
have drop boxes for after-hours payments. You can also pay your
bill each month via credit card charge.

You will continue to use
the same 24 hour emergency number: 951.677.7667.

rebates. Does Western offer the same program?
Yes, rebates are available for the purchase
of for Ultra Low Flush Toilets, High Efficiency Toilets, High
Efficiency Clothes Washers and Weather-based Irrigation Controllers.

at Western’s Riverside office on Alessandro. Visitors
