General Use Regulations
It is unlawful to maintain a connection except in conformity with the
following rules:
Each house or building under separate ownership must have a separate service connection. Two or more houses under one ownership billed to the same address and on the same lot or parcel of land, or contiguous parcels of land, may be supplied through the same service connection subject to multiple service charges, evaluation of meter capacity and cross connection. The District reserves the right to limit the number of houses or the area of land under one ownership to be supplied by one service connection.
A service connection must not be used to supply adjoining property of different owners or to supply property of the same owner across a street or alley. When property provided with a service connection is divided and no longer under the same ownership, the existing connection will be considered as belonging to the property on which the meter fronts. All other lots or parcels must purchase new service connections and pay all applicable charges that may include other water facilities.
If you’re planning to make a change in the nature of use or quantity of water, you must give the District an advanced written request stating the nature of the change.
All Western customers are required to make every effort to conserve water and not knowingly permit leaks or water waste. Where water is used wastefully or negligently, seriously affecting the general water service, the District has authority to discontinue water service and levy penalties as permitted by law.
Water conservation has become a way of life in Southern California. Western is committed to encouraging water conservation in the communities we serve. Visitors to Western’s headquarters can receive helpful free educational materials on water and the many ways to conserve this important resource.
Western operates a unique outdoor water conservation education center, Landscapes Southern California StyleSM. Visitors to this preeminent garden can, via a self-guided tour, see the plant materials, layouts and irrigation systems that contribute to maximum water efficiency. The garden is located at the intersection of Alessandro Boulevard and Mission Grove Parkway, adjacent to Western’s offices. There’s no charge for admittance. The garden is open daily 10 a.m. to 4 p.m., closed on holidays. Call 951.789.5087 for more information.
Rebates on water saving fixtures are another way that Western assists customers. Financial incentives are available for qualifying water customers choosing to replace nonconserving devices with more water efficient technologies. For details, visit our web site at www.wmwd.com or call 951.789.5086.
Western also offers water conservation education programs to public and private schools within western Riverside County. The program encourages children to use water wisely and to take lessons and ideas home to their parents.
You may not attach wires to plumbing that is, or may be, connected to service connections or mains belonging to the District. You’re liable for damage to District property caused by such wire attachments.

You must allow representatives of the District access to and from your premises at reasonable hours for any purpose related to the provision of water service. Each Western employee has identification that will be shown upon request. Please make our employees’ jobs safer by keeping your pets away from the work area.
You must comply with District requirements governing the separation of dual water systems and the installation of backflow protective devices in order to protect the public water supply from the danger of cross connections. Please see page 12 for more details.
