NOTICE INVITING BIDS
Source Control Wastewater Equipment Cleaning and Storage Room Installation Project
The Western Municipal Water District ("District") will receive in a sealed envelope plainly marked on the outside "SEALED BID FOR WWRF SOURCE CONTROL CLEANING AND STORAGE ROOM INSTALLATION PROJECT (W-263) - DO NOT OPEN WITH REGULAR MAIL" for the WWRF SOURCE CONTROL CLEANING AND STORAGE ROOM INSTALLATION PROJECT, SPECIFICATION NUMBER W-263 ("Project") from qualified Bidders at the office of the front reception at 14205 Meridian Parkway, Riverside, CA no later than Thursday, March 20, 2018 at 2:00 P.M., at which time or thereafter said Bids will be opened and read aloud. Bids received after this time will be returned unopened. Bids shall be valid for ninety-five (95) calendar days after the Bid opening date.
The Engineer’s opinion of probable cost is $50,000 to $55,000.
Bids must be submitted on the District’s Bid Forms. Prospective bidders may obtain the contract documents by either downloading the files from http://www.wmwd.com/bids.aspx at no charge or by purchasing an official hard copy. Prospective bidders who intend to submit a bid shall register as a "Plan Holder." The Plan Holder list will be periodically updated and posted at http://www.wmwd.com/bids.aspx. Only registered Plan Holders will be notified of addenda to the Contract Documents. In order to submit a bid, bidders are required to obtain an official hard copy of the Plans and Specifications from the District-sanctioned vendor and be registered as a Plan Holder.
Bidders may purchase a copy of the Contract Documents from the District-sanctioned vendor IB Reprographics (3363 Durahart St., Riverside CA 925507, 951-682-1850) via their website www.ibrepro.com. Additional fees will apply of any Bidder who requests that the Contract Documents be mailed within California (costs for out-of-state mailings will be higher). The Plan Holder list will be periodically updated and posted at www.ibrepro.com. Only registered Plan Holders will be notified of addenda to the Contract Documents.
Bids must be accompanied by cash, a certified or cashier’s check, or a Bid Bond in favor of the District in an amount not less than ten percent (10%) of the submitted Total Bid Price.
A MANDATORY Pre-Bid Conference will be held at the Western Water Recycling Facility (22721 Nandina Avenue, March Air Force Base, CA 92518) on the following date(s) and time(s): Thursday, March 8, 2018, at 9:00 A.M. Each and every Bidder MUST attend the Pre-Bid Conference. Prospective Bidders MAY NOT visit the Project Site any other date or time. Bids WILL NOT be accepted from any Bidder who did not attend the Pre-Bid Conference.

Each Bid shall be accompanied by the security referred to in the Contract Documents, the non-collusion declaration, the list of proposed subcontractors, and all additional documentation required by the Instructions to Bidders.
The successful Bidder will be required to furnish the District with a Performance Bond equal to one hundred percent (100%) of the successful Bid, and a Payment (Labor and Materials) Bond equal to one hundred percent (100%) of the successful Bid, prior to execution of the Contract. All bonds are to be secured from a surety that meets all of the State of California bonding requirements, as defined in Code of Civil Procedure Section 995.120, and is admitted by the State of California. The cost of said bonds shall be included in the Bid amount. Pursuant to Public Contract Code Section 22300, the successful Bidder may substitute certain securities for funds withheld by District to ensure its performance under the Contract.
The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the Contract which will be awarded to the successful Bidder, copies of which are on file and will be made available to any interested party upon request at Employment Development Department - 700 Franklin Blvd. #1100, Sacramento, CA 92582, or online at http://www.dir.ca.gov/dlsr and http://www.wdol.gov. A copy of these rates shall be posted by the successful Bidder at the job site. The successful Bidder and all subcontractor(s) under him, shall comply with all applicable Labor Code provisions, which include, but are not limited to the payment of not less than the required prevailing rates to all workers employed by them in the execution of the Contract, the employment of apprentices, the hours of labor and the debarment of contractors and subcontractors.
If the bids subject to this Notice are due on or after March 1, 2015, then pursuant to Labor Code sections 1725.5 and 1771.1, all contractors and subcontractors that wish to bid on, be listed in a bid proposal, or enter into a contract to perform public work must be registered with the Department of Industrial Relations. No bid will be accepted nor any contract entered into without proof of the contractor’s and subcontractors’ current registration with the Department of Industrial Relations to perform public work. If awarded a Contract, the Bidder and its subcontractors, of any tier, shall maintain active registration with the Department of Industrial Relations for the duration of the Project.
This Project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. In bidding on this project, it shall be the Bidder’s sole responsibility to evaluate and include the cost of complying with all labor compliance requirements under this contract and applicable law in its bid.
Each Bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the following appropriate classification(s) of contractor’s license(s), for the Work Bid upon, and must maintain the license(s) throughout the duration of the Contract:
Class A (General Contractor)
Pursuant to Public Contract Code Section 3400(b), if the District may make findings designating certain materials, products, things, or services by specific brand or trade name, if such findings have been made for this Project, the findings and the materials, products, things, or services and their specific brand or trade names will be set forth in the Special Conditions.
The District shall award the Contract for the Project to the lowest responsive, responsible Bidder as on the basis of the base Bid alone by the District. The District reserves the right to reject any or all Bids or to waive any irregularities or informalities in any Bids or in the Bidding process.
