The Western Municipal Water District ("District") will receive in a sealed envelope plainly marked on the outside "SEALED BID FOR CONSTRUCTION OF THE VICTORIA AVENUE WATER RECHARGE FACILITY – SPECIFICATION W-254A - DO NOT OPEN WITH REGULAR MAIL" ("Project") from qualified Bidders at the office of the front reception at 14205 Meridian Parkway, Riverside, CA no later than 2:00 PM on January 10, 2018, at which time or thereafter said Bids will be opened and read aloud. Bids received after this time will be returned unopened. Bids shall be valid for ninety-five (95) calendar days after the Bid opening date.

The Engineer’s opinion of probable cost range is $3.5 million to $4.5 million.

Bids must be submitted on the District’s Bid Forms. Prospective bidders who intend to submit a bid shall register as a "Plan Holder." Bidders may purchase a copy of the Contract Documents from the District-sanctioned vendor - IB Reprographics at 3363 Durahart Street, Riverside, California 92507, 951-682-1850 or via their website at Additional fees will apply for any Bidder who requests that the Contract Documents be mailed.

The Plan Holder list will be periodically updated and posted at Only registered Plan Holders will be notified of addenda to the Contract Documents. To submit a bid, Bidders are required to obtain an official hard copy of the Plans and Specifications from the District-sanctioned vendor and be registered as a Plan Holder. The District may also make unofficial copies of the Contract Documents available for review at one or more plan rooms.

Bids must be accompanied by cash, a certified or cashier’s check, or a Bid Bond in favor of the District in an amount not less than ten percent (10%) of the submitted Total Bid Price.

A NON-MANDATORY Pre-Bid Conference will be held at the District office at 14205 Meridian Parkway, Riverside, CA on the following date(s) and time(s): December 20, 2017, at 11:00 AM. Each Bidder is encouraged to attend the Pre-Bid Conference. Prospective Bidders may visit the Project Site without making arrangements through the Project Manager.

Each Bid shall be accompanied by the security referred to in the Contract Documents, the non-collusion declaration, the list of proposed subcontractors, and all additional documentation required by the Instructions to Bidders.

The successful Bidder will be required to furnish the District with a Performance Bond equal to one hundred percent (100%) of the successful Bid, and a Payment (Labor and Materials) Bond equal to one hundred percent (100%) of the successful Bid, prior to execution of the Contract. All bonds are to be secured from a surety that meets all of the State of California bonding requirements, as defined in Code of Civil Procedure Section 995.120, and is admitted by the W-254A

State of California. The cost of said bonds shall be included in the Bid amount. Pursuant to Public Contract Code Section 22300, the successful Bidder may substitute certain securities for funds withheld by District to ensure its performance under the Contract.

The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the Contract which will be awarded to the successful Bidder, copies of which are on file and will be made available to any interested party upon request at the Employment Development Department – 700 Franklin Blvd. #1100 Sacramento CA 92582 or online at A copy of these rates shall be posted by the successful Bidder at the job site. The successful Bidder and all subcontractor(s) under him, shall comply with all applicable Labor Code provisions, which include, but are not limited to the payment of not less than the required prevailing rates to all workers employed by them in the execution of the Contract, the employment of apprentices, the hours of labor and the debarment of contractors and subcontractors. The most current Wage Determination Schedule by the California Department of Industrial Relations no less than 10 days prior to bid opening will be issued as an addendum for prospective Bidder’s use.

The Contractor and all its Subcontractors shall comply with the higher of the state or federal prevailing wage rates.

Pursuant to Labor Code sections 1725.5 and 1771.1, all contractors and subcontractors that wish to bid on, be listed in a bid proposal, or enter into a contract to perform public work must be registered with the Department of Industrial Relations. No bid will be accepted nor any contract entered into without proof of the contractor’s and subcontractors’ current registration with the Department of Industrial Relations to perform public work. If awarded a Contract, the Bidder and its subcontractors, of any tier, shall maintain active registration with the Department of Industrial Relations for the duration of the Project.

This Project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. In bidding on this project, it shall be the Bidder’s sole responsibility to evaluate and include the cost of complying with all labor compliance requirements under this contract and applicable law in its bid.

Each Bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the following appropriate classification(s) of contractor’s license(s), for the Work Bid upon, and must maintain the license(s) throughout the duration of the Contract: Class "A".

Pursuant to Public Contract Code Section 3400(b), if the District may make findings designating certain materials, products, things, or services by specific brand or trade name, if such findings have been made for this Project, the findings and the materials, products, things, or services and their specific brand or trade names will be set forth in the Special Conditions.

The District shall award the Contract for the Project to the lowest responsive, responsible Bidder as on the basis of the base Bid alone by the District. The District reserves the right to reject any or all Bids or to waive any irregularities or informalities in any Bids or in the Bidding process.
