General Purpose
Under general supervision, performs journey-level duties and tasks involved
in the entire industrial instrumentation and telemetry trade. The incumbent
is expected to often work independently due to the diverse nature of the
work. This position requires knowledge of control systems and components
including Supervisory Control and Data Acquisition (SCADA) and Programmable
Logic Control (PLC) software and hardware.
Distinguishing Characteristics
This job classification requires the incumbent
to be fully competent to install, program, maintain, troubleshoot, document
and repair a wide variety of industrial instrumentation, the incumbent
will also have the ability to repair electronic monitoring, metering,
controlling and signaling devices used in the production, treatment and
distribution of water and wastewater.
Essential Functions
The omission of specific statements of duties does

a logical assignment to this class.
• Installs, programs, maintains, repairs, calibrates and tests a
wide variety of industrial instrumentation that record, indicate, control
and regulate level, flow, pressure, temperature, position and monitor
water/wastewater systems.
• Troubleshoots telemetry and process controller hardware and software,
maintains a functional knowledge of the operation of the telemetry system
software and hardware.
• Makes periodic preventative maintenance inspections of all metering
control instruments, diagnoses existing or potential trouble; cleans,
lubricates, calibrates and adjusts as conditions indicate.
• Lays out, installs and places into service new metering, controlling
and recording devices, calibrating as required; may extend or connect
related electrical circuits.
• Reads and interprets wiring diagrams, flow control logic, mechanical
drawings, and specifications in making installations or performing major
repair work.
• Provides estimates of labor, materials, and supplies as necessary
for the performance of specific assignments.
• Keeps records; makes verbal and written reports of work performed.
• Performs related duties and has other related responsibilities
as required.
Knowledge and Ability Required
Knowledge of: PLC and SCADA software and hardware.
The safe use of a wide variety of hand and power tools, electronic and
electric test equipment as related to field and shop work; and safe work
practices. Skill in: Inspecting, testing, repairing, and installing to
include the programming of industrial instrumentation and controls according
to established procedures and standards, reading instruments accurately;
working from and interpreting wiring and mechanical drawings; use of hand
and power tools and equipment to test and calibrate instrumentation and
controls. Making estimates of labor and materials. Ability to: Communicate
effectively and establish and maintain effective working relationships.
Keep accurate, complete records and prepare reports.
License and Certification Required
A California Driver License with a good driving
record is required.
Experience and Training: High school diploma or GED, four years of experience
of journey-level status as an Instrument Technician performing skilled
work in both mechanical and electro-mechanical repairs, or electronic
circuitry repair. At least two years of the four years must include experience
working on industrial instrumentation and controls.
Physical Demands and Working Conditions
Frequent bending, stooping, pulling, and twisting.
Lift, carry, push, and pull 50 pounds, unassisted. Endure exposure to
various weather conditions and wet working areas. Work safely around hazardous
machinery, chemicals and noise from traffic. Ability to work in confined
spaces, climb ladders and work at heights.

Pre-Employment Requirements
All offers of employment are contingent on a satisfactory
background investigation, proof of a good driving record, and successful
completion of a District paid physical. Candidates will be required to
undergo an extensive background search and in-depth review of experience
before continuing on in the process. The background investigation consists
of checking criminal and civil court records, checking driver license
records, contacting previous employers and business or personal references,
and verifying educational degrees and certifications. The final selection
process may also involve other methods of evaluation to determine the
best overall fit with the District’s current and future needs.
A District paid physical examination will be given, which includes drug
and alcohol testing.
Applicants selected for an interview may be required to provide, at their
own cost, a current, original California DMV Driver Record Report.
In accordance with the United States Department
of Homeland Security, United States Citizenship and Immigration Services,
you are required to provide proof of your eligibility to work in the United
States on your first day of employment with the District.
Probationary Period: Current District employees promoted into a
new grade and job classification will be placed on a six-month probationary
period upon assuming the new position. Newly hired employees must complete
a six (6) month probationary period, which may be extended for an additional
three (3) months at the discretion of the District.
