General Purpose
Under minimal direction, assigns, reviews and participates in
the work of staff involved in performing water distribution, water treatment,
wastewater treatment and collection, telemetry operations, inventory control
and equipment and vehicle maintenance functions; and performs related
duties as assigned.
Distinguishing Characteristics
Incumbents are responsible for supervising assigned personnel
and directing day-to-day activities, duties and responsibilities are carried
out with considerable independence within the framework of established
policies, procedures and guidelines.
Essential Functions: The omission
of specific statements of duties does not exclude them from the position
if the work is similar, related or a logical assignment to this class.
• Develops, implements, monitors, and reviews a predictive and preventative
maintenance and asset management programs.
• Supervises the maintenance of pumping plants, pipelines, reservoirs,
treatment facilities, service laterals, District vehicles and equipment;
supervises staff responsible for maintaining and providing preventative
maintenance services for water, sewer and reclaimed water facilities,
equipment, vehicles and corrosion protection devices.
• Supervises the operation of pumping plants, pipelines, reservoirs
and service laterals related to potable and non-potable water, treatment
and disinfection systems.
• Supervises the installation and repair of system control devices
for potable and non-potable water systems and sewer facilities.
• Supervises the maintenance of the SCADA and two-way radio systems;
updates older telemetry equipment and operational programs to meet modern
technical standards; ensures proper record keeping and licensing for all
electronic and two-way radio devices.
Knowledge and Ability Required:
• Knowledge of principles and practices of effective supervision.
• Ability to exercise tact and diplomacy in dealing with sensitive
issues and situations.
• Ability to establish and maintain effective working relationships
with all levels of District management, contractors, vendors, staff, the
public and others encountered in the course of work.
• Ability to prepare and administer employee performance evaluations.
• Ability to prepare and administer budgetary goals and objectives.
• Ability to develop, implement, monitor, and review workload planning.
License and Certification Required: A
valid California Class C Driver License and the ability to maintain insurability
under the District’s vehicle insurance program. Certification requirements
are as follows:
• Water Distribution Operator Grade IV or III with the ability to
obtain a Grade IV within 12 months of hire.
• CWEA Plant Maintenance Certification a plus.
Education, Training and Experience:
A typical way of obtaining the knowledge’s, skills and abilities
outlined above is graduation from high school or G.E.D. equivalent; and
at least ten (10) years of progressively responsible experience in the
operation, maintenance and repair of water distribution, wastewater treatment
or wastewater collection systems -OR- ten years of increasingly responsible
experience performing water, sewer and reclaimed water system control
work; at least two years of which were in a supervisory or lead capacity;
or an equivalent combination of training and experience.
Physical Demands and Working Conditions:
The employee must regularly lift and/or move up to 50 pounds and occasionally
up to 80 pounds.

Pre-Employment Requirements
All offers of employment are contingent on a satisfactory
background investigation, proof of a good driving record, and successful
completion of a District paid physical. Candidates will be required to
undergo an extensive background search and in-depth review of experience
before continuing on in the process. The background investigation consists
of checking criminal and civil court records, checking driver license
records, contacting previous employers and business or personal references,
and verifying educational degrees and certifications. The final selection
process may also involve other methods of evaluation to determine the
best overall fit with the District’s current and future needs.
A District paid physical examination will be given, which includes drug
and alcohol testing.
Applicants selected for an interview may be required to provide, at their
own cost, a current, original California DMV Driver Record Report. In
accordance with the United States Department of Homeland Security, United
States Citizenship and Immigration Services, you are required to provide
proof of your eligibility to work in the United States on your first day
of employment with the District.
Probationary Period: Current District employees promoted into a
new grade and job classification will be placed on a six-month probationary
period upon assuming the new position. Newly hired employees must complete
a six (6) month probationary period, which may be extended for an additional
three (3) months at the discretion of the District.
